Rutland Waterworks offers excellent rates for water supply. An inclining, block-tiered billing rate system encourages customers to conserve water for both the wellbeing of the infrastructure and customers’ wallets. The reasonable rates and encouragement of conservation are a win-win for all parties involved.
A bylaw to set the 2024 Toll Rates for the District. (Bylaw 259)
THE TRUSTEES OF THE RUTLAND WATERWORKS DISTRICT ENACT THE FOLLOWING:
1. For purposes of this Bylaw #259, “QUARTERLY” means a three (3) month period, consisting of ninety (90) days.
2. That effective the 1st day of January, 2024 the following domestic water toll rates shall apply

3. PENALTIES: In order to encourage prompt payment of tolls, a percentage addition of 10% will be added to all unpaid tolls after due date, being at least fifteen (15) days from billing date.
4. This Bylaw may be cited as the “Toll Rates Bylaw No. 259, 2024.”
Taxes (Bylaw 258)
A Bylaw for imposing taxes upon properties within the District and for providing for the imposition of a percentage addition to encourage prompt payment thereof.
The Trustees of the Rutland Waterworks District ENACT AS FOLLOWS:
- For the year 2024 there is hereby levied the following Taxes:
- A tax of $36.04 on all parcels of land classified into Group A.
- A tax of $42.68 on all parcels of land classified into Group B.
- A tax of $48.50 on all parcels of land classified into Group C.
- A tax of $22.68 on all parcels of land classified into Group D.
- The aforesaid taxes shall become due as of the 31st day of October, 2024.
- That a penalty of ten percent (10%) of the amount thereof shall be added to all taxes remaining unpaid after October 31st, 2024.
- This Bylaw may be cited as the “Taxation Bylaw No. 258”.
What is the Money Used For?
The money raised through water taxes is committed to Capital Projects such as new wells, new distribution systems, and equipment purchases to maintain the existing water supplies of the District. Tax revenue does not pay for expansion due to development. The Developer pays for increased supply capability through capital cost charges.
Tax notices are mailed to the registered owner, and toll bills are mailed to the Owners, Agents, Merchants, etc. The computer billing system cannot merge these separate invoice addresses.
Transfers
A $60.00 refundable deposit is required when you open an account with Rutland Waterworks District. A $15.00 non-refundable transfer fee is also required.
RENTAL PROPERTIES: All rental property Water Toll and Tax accounts are to be in the Property Owners name. This policy is being enforced to protect the Owners from uncontrolled water billing and service requests. Owners are ultimately responsible for the water utility and tax accounts.
Call Outs
The standard after-hours call-out charge is $100.00. If a Rutland Waterworks District employee is called out (for example, to turn water on/off) outside of office hours (8:30 a.m. to 4:00 p.m. Monday to Friday) this charge will apply. There is no charge for emergency requests meeting policy guidelines.
